To strengthen the community's trust in the legal and judicial system, continual and dedicated efforts should be made to enhance the rule of law education, so that the public can have a proper understanding of Hong Kong's common law system and the rule of law under 'one country, two systems'

ROLE Stars Train-the-Leaders Programme

The curriculum and teaching materials of the Train-the-Leaders Programme are developed with a focus on the rule of law. Fundamental topics related to Hong Kong's rule of law and legal system under the principle of "one country, two systems", covering the Constitution, the Basic Law, the Hong Kong National Security Law, the Mainland's legal system and the basic elements of Hong Kong's common law system, will be taught in an easy-to-understand manner. Meanwhile, the Programme attaches equal importance to the practice of the rule of law. Through the visits to the law enforcement agencies and the mock court trials, it seeks to further deepen the trainees’ understanding of the legal system and the implementation of procedures in real life, as well as enhancing the promotion of correct messages on the rule of law in the community.
