Our Mission
To co-ordinate and collaborate in the promotion of awareness and proper understanding of the rule of law and strengthen the rule of law education and training in Hong Kong on all fronts
Terms of Reference
To advise and assist the Department of Justice on the strategy and programme for the promotion of the rule of law education in Hong Kong, including but not limited to:
- Advising on the launch of the "ROLE Stars Train-the-Leaders Programme" and monitoring its implementation;
- Facilitating co-ordination and co-operation between government departments and relevant non-government organisations in the promotion of the rule of law education in Hong Kong; and
- Considering and dealing with such other matters as may be incidental to any of the matters stated above.

- Chaired by Non-Permanent Judge of the Court of Final Appeal Mr Justice Patrick Chan
- The main scope of work is to guide, co-ordinate and examine the structure and key contents of the training course, the design and preparation of the relevant teaching materials under the Programme, and to report to the Steering Committee on its work progress.
- Chaired by Legislative Council Member Ms Carmen Kan
- The main scope of work is to co-ordinate the implementation of the Programme, including the invitation of speakers, the recruitment of students, the promotion and publicity of the Programme, the direction and co-ordination of the strategy for further promoting the rule of law in the community, and to report to the Steering Committee on its work progress.
